Subject:   Lower unit question

Our boat has a '98 Volvo Penta 220 HP engine. Yesterday while cruising at ~ 20 mph the engine quit and would not crank requiring a tow back to the dock. We have been told that the lower unit needs to be replaced. I am obviously not a mechanic but thought the engine should at least idle with a bad lower unit. (We were assuming a fuel line issue.)
Any advice or recommendations of a good mechanic...CAT.....someone?
