trick used after Katrina to get bleach to stick and penetrate wood was to add a little dish soap to the bleach mixture. Soap acts as a surfactant and makes the bleach stick better. Cheap solution that works.

To fix your problem, you will need to route water away from your house. May need gutters, but you've got to keep things dry--I've seen people put fans under the house that run all the time.
