I am not taking sides but I do hope the improvements work for all of us. Not sure you can tell anything form the bids - first, how much had already been paid to the prior contractor and second, how much is Russell contributing to the costs. Usually, DOT requires the improvements be bid, awarded and administered regardless of the method of payment.

Now, I would have rather seen some well placed passing lanes added to 63, but that is just me. I normally get stuck behind someone traveling at 40MPH.

In addition, they should have scheduled the work during the winter months, if that is possible. The new contractor does seem to be making great progress.
