From my understanding and from listening to the Senate, Sen. Enfinger proposed that amendment, but I don't think that it got enough support to be added into the finanlized aproved bill. I could be wrong when it comes to that, but I didn't think Enfinger's admen passed. But this should be an indication to everyone on what they will be attacking next.
