I wonder if the same person that is cutting them is the one that likes to cut all the bouys at the rock as well.

Before any of you mention that it might be the marine police, we spoke to them last year when they watched a group of us drop a bouy at the rock and asked if they were the ones removing them. We were told no since they would rather have boats tie up to a bouy then everyone try to use an anchor in such a congested area.
