With all due respect I much disagree with LTL. Water is only going through the dam via the penstocks when they are generating electricity. A very small amount leaks through the seals at the penstocks and the flood gate seals. It is insignificant in quantity. If you notice the generators turning very slowly (from inside the powerhouse) when not generating it is because they are actually turned by electric motors on top of the generators. This done to keep the bearing properly lubricated and to reduce start stress on the assembly.
