There is no need for a lock above Montgomery because there is no longer barge traffic above there. A new dam is already permitted on the Tallapoosa. It will be very close close to Horseshoe Bend. It was permitted at the same time as Harris but it took the 07 drought to really set the process in motion. Still no telling how long it will take.
