Nothing ever really seems to come out of these big conferences. It's more symbolic than anything else. The most interesting discussions are probably in the side working groups. Maybe you should find a way to get yourself on the US panel of one of the working groups. The problem with the international working groups is that they can spend 2 years just talking about one paragraph of any proposed agreement. The discussions move a glacial place, as scientists put forth ideas and someone counters and then someone else goes off on a tangent. Then they take a note and decide to discuss it further next meeting.
