I actually don't like this analogy but not for the reason that Hound espoused. He is trying to create an argument that in the hierarchy of needs, once you fulfill the basic needs (food and shelter) they will pursue secondary needs (reproduction). It is a point being made very crudely and is really not the issue.

The problem with welfare is that it robs people of their dignity and engenders an entitlement mentality that has been demonstrated to perpetuate generationaly. This was amply demonstrated when 600,000 people in Wisconsin left the welfare roles and got a job before the state even implemented welfare reform. They simply got off their butts and went out and got a job when they thought the dole was ending. And this from multi-generational welfare recipients.

Welfare should be limited and temporary and not provide a long-term, permanent source of income for those who are able bodied and can work but simply choose not to. It should not reward bad behavior like giving checks to teenagers when they have a baby, etc. In any event it is in my view off the mark and when put in this way becomes a lightning rod for criticism.
