You are right about the $30M - it would have come in handy about now.  These are things people need to remember when the re-election bids start.  Congress is just as good at wasting money as the Executive Branch.  It's time to clean house in Congress.  That's where the real swamp is.  The fact that it took all that negotiation and an attempt to attach a lot of meaningless provisions while the American people waited for help shows you where their real interest lies.
