They aren't manipulating the numbers to hide the truth.  I have noted that a lot of states opened up, but people still weren't going out to eat or going to the salons, or going shopping.  .  And that affects the numbers.  I think a lot of people have given up brick and mortar shopping in favor of online.  And we don't know how many companies has their full workforce back in the workplace.  So you can be open, but people are not resuming normal life.
