Let me point something out to you.  General Kelly is a West Point grad.  Do you that one of the rules of West Point is that you don't lie, cheat or tolerate those who do?  The vast majority of military officer are Myer Briggs ESTJ - Extroverted, Sensory, Thinking Judgement.  If I had to guess, I woud say that Trump is likely Extroverted, Intuitior, Thinking, Perceiver.   The difference is that miltary officers generally go with what can be proved, not what they intuit; they are objective, not feelers, and finally Judgement Controllers meaning they like decisions to be final; whereas perceivers like the options open and are reluctant to make a final decision.  That is why all those militay officers find Trump frustrating.  

While I admire General Kelly, he would never be a good fit for Trump.  In order to understand Trump you have to look obectively at his actions and turn off his verbal.  He's a big ideas guy, not detail oriented.  He has no patience for detail.  So what you see as "lying" is just that the details aren't important to him and he is puzzled when people make a big deal.
