They leave their crime ridden, run-down, ineffeciently run, drug-infested, poorly educated communities and move to those communities who have vision for safety, education, neighborhood attractiveness and how to appropriately handle criminal behaviour and then go vote for the same people who caused them to move in the first place.  Sure makes sense to me.
