I'm not saying it's a great document -- I haven't seen an intelligence assessment yet that you couldn't punch holes in.
Don't really know about the timing thing -- it's possible that the timing was planned or it may just be an odd coincidence. It does make one wonder why a "For Official Use Only" document is out on the web for the general public... Not classified, but FOUO generally indicates some level of sensitivity.
I'm not a big fan of DHS. Our agency did some work with them and frankly, it seemed to me that they were disorganized, and they only wanted to hear the "facts" when they were in line with what they already planned to do. Besides they hired an Office Director that we fired for incompetence. (He wasn't actually fired, but rather was told that he should take his "skills" elsewhere.
DHS has a lot of money, but they don't seem like they have a really good plan.
