LTL, I'm sorry but you are mistaken. My grandfather worked on the turbine and dam design. We still have copies of many of his drawings and calculations. I have taken many tours of the dam and talked to a lot of the APCO employess there over the years (many years)! NO water passes through the turbines except when they are running. That is (of course) how the water gets downstream.

Please do your research before posting another incorrect assertion.
