There are a high percentage of people that "elect" no insurance because they do not want the monthly cost. I know where i work, you can opt out of insurance and they actually pay you a portion of what the premium would have cost. The intent was for people that can get insurance from a spouse there would not be wasted insurance or duplicate coverage. But some people choose to go without.
