Those born before April 28, 1954 (also known as those who were 40 years old on or before the date the law went into effect on April 28, 1994) are exempt from the course or testing requirements only. To be in compliance with the law, he or she MUST have the V endorsement on their license. The "grandfathering" clause basically eliminates one step for them.
