Legally that would be fine as long as the stern light is still visible. One thing to consider though is if that strobe light is visible inside your boat it is going to be very distracting, probably annoying, to the operator and passengers.

To me, seeing the strobe from the front isn't necessary. You should already be seeing the red/green lights anyway. The strobe's purpose is to help distinguish a stern light from a shore light. There aren't too many places with red/green lights on the shore (although I know of a few).
