It seems the transfer fee has been established to maintain and fund "Russell Forest." Looking at the fee schedule posted by another user, those who own property subject to the transfer fee are not charged a usage fee.

So where is the forest? Is there a map? I assume the trails are part of it, but what are the boundaries? If I want to take the grandkids for a walk, are we confined to the trails only, or can we wander through the Russell Forest and find a lovely spot to have a picnic?
