Do stripers tend to work the surface any more in the fall or any other time of year?

I would like to cast a fly at them but wonder if some time of the year is better for that.

I have done it before in the summer while fishing for spots but it has been by mere luck, I would see a lot of nervous water and then zip over there and cast at them.
