Oh I know the relocation will likely never happen. It could be done over a long time through attrition. Someone quits or retires, replace that position in a field office instead of DC. Would save the govt massive amounts of money. But a long time is one thing a President doesn't have......even 8 years would not even remotely do the trick. One thing a President and GOP-controlled Congress could do is eliminate federal employee unions. That would be a step in the right direction.
The only thing you stated that I can't agree with is the comment about turning more over to the civil servants. I used to think that would help in reducing the politics but not any more, especially in DC. I can assure you that 95% of the civil servants in DC are activist Democrats....they only hire like minded people and conservatives quickly tire of having to pay union dues, hide their political views and having to listen to all the leftist garbage from their co-workers. Literally the only way to fix this is to dramatically shrink the size and scope of the Federal govt (another thing that isn't going to happen) and/or move those jobs out of the DC area.
So basically it is pretty much hopeless.
