It is probably not best described as criteria. It's actually a subjective process and the decision is at the discretion of the Marine Police. In my past experience as a placement volunteer working with the MP, they would allow a hazard buoy in or in close proximity to normally used channels. Perhaps at 475' mean sea level or higher which is 15 feet or less below full pool. It is highly unlikely that a hazard buoy would be approved for an area where the MP feel that boaters would be foolish to travel near. Common sense suggests that shallow water lies, for some distance, near a point. Call the MP at their Wind Creek office if you have any questions or suggestions. One of the MP's may eventually provide remarks in this string.

Swimming buoys are a "whole nother" matter. They are frowned upon.
