not necessarily. it could be leaking on cylinders or hoses that are outboard.

i would bet that when you check it the level will be low. i had an outboard that i needed to put oil in every two weeks. i finally got some power steering stop leak fluid and put it in. after that i only had to add fluid once a season.

i don't know that i would recomend the power steering stop leak, it worked for me, but it might cause problems for others.

maybe catboat or anchorbaydon could inform you more on that.
