I don't know for sure because I've never looked at any of the dam construction information but I would guess they could completely drain the lake in order to be able to do maintenance on the dam. There is a lake in Tennessee or Kentucky (can't remember which) that they completely drained to repair the dam. Will be down about 5 years. Now that is a way to lower property prices!
