It appears so given his testimony that he was the leaker of the memo.  Along with being a weak willed wimp, he admitted that he leaked classified information to the press through his law professor buddy.  You see, under federal law any conversations with POTUS are subject to executive privilege and are by law classified unless and until the President declassifies it.

Now don't think I will ever expect that he will be indicted for this blatantly obvious crime.  Having said that, who knows what Mueller will do.
