Mythbuuster's link to our (USGS) site is as accurate as it gets and is the basis that APCO, COE, NOAA, NWS, TVA..ALL use as their base data. The USGS is a strictly data collection arm of the Fed gov't with no regulatory authority. The dta collected is as unbiased as it gets and is generally within +/- 10% and is measured every 6-8 weeks for (Tallapossa case) 88 years. The +/- 10%..usually its much closer is only because of shifting bed material or instrument calibaration. A colleague of mine worked in the Tuscalossa office for many years and has contacts there. They are definately up to date w/ equipment and streamflow rating. The use state of the art acoustic dopplers to measure streamflow and channel geometry as well as computer driven models for discharge data.
IOW...it don't get any better anywhere in the world or scientific communtiy.

We in South Carolina experinced a drought similar to this 2 years ago. I know its hard to believe at times..but your government is probably doing all they can..for all concerned within the standars that they must operate under. Hey..I ain't complaining too bad and I'm here for a once in a lefteime vaca..
