someone shot our dog

Okay,... so who knows the law as far as some "DA" shooting dogs that are NOT wild, unfriendly or harmful to people? We were at the lake this afternoon, and our lab (the most friendly dog you would run across) went romping around. As we got ready to leave, we yelled for him, but got nothing. So we drove up the street to an area we knew he'd been before playing with other dogs. My husband got out of the car and started walking through some over grown grass when he heard a shot, and then our dog came running out to him. We instantly noticed he was bleeding, so I loaded him in the car, and my husband headed toward the area he heard the shot. He saw two men going into a house and he yelled for them to come back outside. After several loud yells and a not so nice tone of voice, they came out. He questioned them, but they claimed they "don't even own a gun". This was the only occupied house on the street, and from where the shot came from. The lab was shot in his hind leg, in the hip area. He was shot with something about the size of a 33 calabor, says the vet. The bullet is 6 inches deep, and about a 1/4" from his pelvic. The vet said another 1/2" higher, and it would have hit his spine. They have kept him over night, and will discuss surgery in the morning unless they think more damage than good will be done.(They may have to leave the bullet) So,... the question is,.... Sheriff? Linching? what? What is the law,... although I know there is a leash law, but he had a bright orange collar on with a rabies tag, and NEVER once did we even hear him barking so they can't claim some "BS" that they were afraid of him. Anyone have an answer that will help?
