Read this excerpt from the article:

Alabama Power spokesman Buddy Eiland said is an attempt to hold on to the water from recent rains in anticipation of an unusually dry year.

“We’re trying to get the lake up a little early,” Eiland said. “We have available water from rainfalls. They have been very concerned about the amount of water … This is shaping up to be one of the worst years as far as rainfall.”

The U.S. Army Corps of Engineers, which oversees dam operations, recently granted Alabama Power a variance on releases that will allow the lake’s level to climb to 462 feet above sea level before April 1, when levels are usually allowed to be raised.

Alabama Power has requested another variance to allow the level to be raised to 464 feet, but the Corps has not yet answered the request.
