The substitute bill:
20 BE IT ENACTED BY THE LEGISLATURE OF ALABAMA:
21 Section 1. (a) This bill shall apply to the
22 operation of certain recreational boats in inland waterways,
23 rivers, and streams that are within 100 miles north of the
24 Gulf of Mexico shoreline, and to areas on the Alabama River
25 that are located within three miles of the city limits of
26 Montgomery, Alabama excluding the Tenn Tom Waterway and
27 Intercoastal Waterway.

1 (b) This bill shall not apply to the operation and
2 traffic of commercial boats and vessels.
3 Section 2. Operators of recreational boats over 28
4 feet in length traveling on inland waterways, rivers, and
5 streams shall reduce the speed of their boats to idle whenever
6 a boat is traveling within 100 yards of any shoreline,
7 boathouse, or pier.
8 Section 3. This act shall become effective
9 immediately following its passage and approval by the
10 Governor, or its otherwise becoming law.

Notice that it only applies to “recreational boats over 28 feet in length”, it applies to the Alabama River within 3 miles of Montgomery but does not apply to the Tenn Tom Waterway, it does not apply to intercoastal waterways (the intercoastal between Mississippi Sound and the Ala/Fla state lines including LuLu’s and The Wharf), and it does not apply to commercial vessels.

Gulf Coast Tourism for large, privately owned yachts be damned. Look at the sponsors and you will understand some of these exceptions. Four from Mobile County – none from Baldwin County; Tuscaloosa County (Tenn-Tom area), and none from The River Region. You can contact your legislator via email at their web site http://www.legislature.state.al.us. CAT, are you going to contact Barry Mask since you guys are so close?
