Don't write off this Democrat's efforts!  Why should the Democrats have any less ability to steer storms than Republicans such as the Reverend Pat Robertson who, as we all know, ''prayed'' a hurricane away from the coast of Virginia a few years ago.  Heck, it was probably the prayers of Dear Leader that kept Dorian away from Alabama, one of his favorite states, inspite of what all the weather experts forecast that Bama was in for a direct hit!
