My brother put in his boat at Kowaliga, and as soon as he went under the bridge, Ned stopped him from going any further. He was told that no boaters, other than people who had property in the area, would be allowed in the affected areas due to the possibility of looting. Serves my brother right for going sightseeing, especially since he should have been going up Little Kowaliga to check on the cabin.
