In a perfect world your post makes sense. Unfortunately, "this ain't no perfect world"; therefore, laws were passed to establish an unacceptable level of intoxication (0.8) for driving vehicles and boats. In the perfect world of freedom no boating laws would be necessary. However, due to the irresponsibility of some boaters, the majority must step in and put limits on activities of the few. This bill would never have gained footing if everyone boated responsibly. Why can't people accept responsibility for their actions.
