Maybe, I am missing something. ??

I personally would be willing to drop the level if it would help property owners, habitat and wildlife on the Coast.

I think my problem is - How would it help and how much if any would it help?

I believe if a National Emergency was declared, then Alabama Power would be required to drop lake(s) levels if deemed necessary.

I will read and learn if there is an explanation as to how and how much help it would provide. (especially with dropping Lake Martin levels)
