when water resources aren't being replenished by droughts.  

How can water resources be replenished by droughts?

For my money I wish we would spend the dollars on ways to collect, store and preserve water.  The Keystone pipeline needs to have water in it and headed out west.  Climate change is going to happen.  Enviroments are going to change.  Has been that way for a loooong, long time.  We will not stop storms, they are not more intense now.  Water is life and we should take measures to make it more available to those without.  We are so fortunate in our area with water resources, and water replenishment.
