How about a semi-honor system? You have a heavy duty box with envelopes to place your money in with an information slip. You enter your name and boat number on the slip, detach a stub you keep with you and deposit envelope with money in the box. Two bucks sounds way to cheap. I would think more like $5.00.

Water patrol could spot check and look for detached stub if not a Lake Resident or guest.
