"No, in a case of rape I would not say it is consenual; however, knowing how the government works, the President may or may not get briefed on a plan, and even if he did, he would not get that personally involved with the details. It certainly worked this way under the past 3 Administrations (not counting Obama). It might surprise you to know that after the President sets out an agenda and names his priorities, Departments go about supporting that agenda. Not every decision goes to the President or even to his advisors or staff. People tend to think governmet is very top-down, but it's not. More often than not, it's bottom-up. The big guys don't work out the details. That's why they have large staffs of people. And the WH staff pretty much makes sure that the President is insulated."
