Don't think you'd want the seawall at 490'. Wakes and wind waves would wash over the seawall and undermine the wall and create dangerous pressure behind the wall from the water washing over the top. As far as your dock, I would recommend that your stringers be just above the 490' so waves can move under the dock freely rather than banging against the dock.

Also, keep in mind that 490' Martin datum is full pool and 491' mean sea level (msl) are both used by officials. These terms both mean the same lake level but use different reference standards. Always look at the suffix when reading lake level. Conversion to the "msl" levels is slowly becoming the new measurement tool.
