You should report them but befoe you cut their lines make sure it is them making the mess. Don't touch their lines unless there is good reason to do so.

Decided to take the direct approach and confront them. They apologized and I've seen no more trash. Not sure, but the gun rack on the jet ski may have helped.

That's a good outcome. Most folks that enjoy the outdoors respect it as well but there are those exceptions. When I see some trash on the lake I usually pick it up. A while back I saw some low lifes throw some fast food bags, cups, etc out of their car window. I called the police and then followed them while reporting our location until a cop found us and I signed a complaint against them. Man you talk about getting some dirty looks! It was great I was hoping they would come find me to get even but they never did.
