Gonna build a pier this winter - does anyone know for sure how far the lake will be lowered?

no one can ever say for sure, but there are no changes to the rule. The plan could change with below normal rainfall and a forecast of such, but your best bet is to get the permits and move ahead with the project as the water goes down.

I thought that the 10 ft drop rule had been modified to something less.

That is in the works for re-licensing, but like any governmental controlled project the process takes years and started long before license expiration. The current license expires in 2013 and current proposals suggest the winter pool will be 3 feet higher than our current winter pool.  Before that happens, there is always the possibility that APC may request a variation based on drought or other conditions (this has happened a few times in the last few years).
