Two examples from my past.
We were supposed to deliver boots and uniforms to an African country. But they were left in Kuwait for a month, before we could deliver them. You know why? Because Hilary and Chelsea were visiting the country and she didn't want to see it. She though it would send the wrong message. So we had to arrange for another shipment and OMB gave us enough money for the reship.
Another - While a Senator, Hilary joined 2 others and saying that it was it huge security risk for the UAE to take over operations at a port. When the case was reviewed, no one had any concerns about it and it was approved at the appropriate level. Well, Hilary insisted that it should have been reviewed by the SECDEF. So we spent two months proving that it wasn't a problem, because UAE was already running another port, and no military equipment was ever shipped through those points. But that wasn't the end of it - before they were done, all of the approval levels for approving these cases were raised, the process was changed - but that was outcome of daily meetings that went on for over a month. And people were coming out of the woodwork to ask even more questions. In the end, the case was reapproved. Funny thing was that there were a lot more serious cases that came before us, but no one ever asked about them.
I don't know what made me think about that today, maybe it is all the talk about the impeachment and Congress.

Sad part is the two examples you posted are just the tip of the iceberg for the insanity in DC on both sides of the isle. It is a shame that there is little to no measurable common sense left in politics.
I await the AOC 10 year limit on human life, because at the rate we are going - we should step aside and let something else control the planet.

if Govt was a private entity, it would have been insolvent//bankrupt & foreclosed on years ago, split up & the parts sold off, maybe $100.00 a department

Agree it would for sure go Chapter 7 because 11 would not work.....no way to reorganize when you are that under water.
