Yes, back to normal...

Some have way to much time on their hands and worry WAY too much about who is posting what under what moniker.

As far as dial-up IP's go it is impossible to say just because someone has a similar IP that they are the same person. IP's are bought (or is it leased?) by ISP's in blocks, just like cell phone companies buy blocks of phone numbers. So the same IP could theoretically be assigned to two totally seperate people on any given day, or even the same person twice in one day.
