Looks like APCo is publicly taking a stance with the Corps - See the last 3 to 4 sentences of the article on page 2. Here are some excerpts:

Peeples, a reservoir management supervisor for Alabama Power, said the company plans through Oct. 29 to reduce the flow each week by about another 464 cfps, and then to maintain a water flow of 2,000 cfps starting Nov. 5.

A reduction from 4,640 to 2,000 cfps would mean a reduction in water releases for the Alabama River of about 1.7 billion gallons a day. (Talking about APCo cutting back on downstream releases over the next several weeks)

"The Corps has not approved of this reduction," Hathorn said. (Hathorn works for the Corps)

Alabama Power spokesman Michael Sznajderman said company officials don't believe they need the Corps' approval to carry out plans to cut water flow.

"We must reduce generation from Allatoona to prevent depletion of the lake and endanger reservoir refilling in the face of the increasing probability of a multiyear drought," said Lisa Coghlan, a spokeswoman with the Corps in Mobile.

To all the naysayers, why would this argument not hold true for Lake Martin?

From this article it seems that the Corps is looking after their little red wagon as you would expect anybody esle would do, after all Lake Allatoona is the Corps generation impoundment, just like LM is the generation impoundment for APC. It would seem then that the COE is using LM as the provider of last resort for the Al River since they are cutting back on the releases from Allatoona.If not APC and all the rest of us kicking back and acting in concert....who else?
