in the article, the mayor says the problem is tied to rain. Call me crazy but the lake is down eight feet due to a lack of it. Something smells besides the sewage.

Last week the mayor was quoted by the Outlook as saying "the treatment plant is working better that when it was new". You need to meet the mayor to understand the confusion.
