Yeah, this is where i get a little confused. I get the general run of the river versus reservoir concept. However i can't quite connect the dots when the "reservoir" is dropped to winter pool while the lake directly below is sitting full.

Now i understand the part of what allows Lay to be full is letting water out of LM, but after that, where is it going? If it is to continue down stream water flow at wjatever level, that water has to continue going down river.

I'm a bit baffled on the engineering of this one.

Wow, every lake below us all the way down to jordan is full!

How is that even possible during what is supposed to be the worst drought in 40 years?

I have been the last person to complain about APCO since they own the rivers, but this just seems messed up now. When the rest were low as well it seemed reasonable, but they're full now? I'm guessing the logic is they've filled those up to meet downstream flow requirements and they too will slowly start to drop again as that water flows down. Similar to them holding the water in neeley henrey earlier this summer before releasing that.

If that is not what is going on and the downstream water stays full until winter, then i' d' like to know what the heck!

THE ARMY CORPS OF ENGENEERS requires Alabama power to release x-amount of water daily to keep the lakes from getting stagnant and to give water to the lower rivers for navigation. In the 1940's the army corps built lake allatoona in georgia so in the event we had a drought we would have enough water down streem. For some reason the Corps and Brigadier General Joseph Schroedel has become obsessed with maintaining Lake Allatoona at the highest possible level. They have not released the agreed amount of water even thow Ala power and Bob Riley demand it.
