Subject:   Interesting Article on The Relicensing of The Dam
Date:   6/6/2012 10:21:36 PM

Here is a very interesting and well written article from the May 31 issue of the Alexander City Outlook regarding the relicensing of the Lake Martin Dam. It appears that there is support from the Power Company to maintain a 484 water level in the winter. http://www.alexcityoutlook.com/2012/05/30/alabama-power-files-reply-to-11-groups-motions-to-intervene-in-dam-relicensing/

Subject:   Slapdown of HOBO's by APCO...lol

This was my favorite couple of paragraphs:

"The overall position and direction of the LM HOBO can be succinctly characterized from a quote in its Oct. 25, 2010 letter to Alabama Power … : ‘All should remember: It’s all about the lake,’” the statement reads. “Unfortunately, it is not all about the lake – it is about the state and federal resource agencies’ interests and responsibilities, it is about the goals and objectives of the nongovernmental organizations; it is about regional economic development needs; it is about the Native American tribes protection of historical resources; it is about minimizing impacts to the downstream interests; it is about the Licensee’s ability to effectively and efficiently manage and operate the hydroelectric development; and, it is also about the lake groups’ desire for the protection and enhancement of the reservoir and all of its associated benefits.”

Alabama Power then continues to explain its stance on raising winter pool to 484 feet rather than the Lake Martin HOBOs’ request of 486 feet.

“Given the LM HOBO’s position and direction quoted above, it is not surprising to see that it does not agree with Alabama Power’s proposal and refuses to consider any compromise toward achieving some degree of stakeholder consensus on this very significant issue,” Alabama Power’s statement reads."

So it seems that APCO is of the same opinion as this humble writer in regards to the HOBO's.  The leadership of the HOBO has been about one thing all along, what THEY want, regardless of what anyone else or any scientific data may say is necessary to meet all the requirements put on the licensee.  I find it satisfying that of all the groups listed and treated as stakeholders, APCO chose only the  HOBO for a slapdown, showing them to be unreasonable in their position.

Now aren't all you dues payers proud of what your leadership squandered your money on?  All that time and energy spent to just get a slapdown from APCO, as unreasonable when they were advocating the 484 all along.

Well that is enough 'I told you so' for now.  What say the HOBO?

As a general rule, pursuit of self interest at the exclusion of all others is rarely a good strategy.

I am a member of both the HOBOs and LMRA. I respectfully expressed disagreement with the HOBO's position on this. Personally, I think we should all support APCO's request and move on.

I have talked at length with the HOBO leadership about this to let them know my position, but apparently I was outvoted, and that's OK, that's how it works.  I also understand their reasoning, I just happen to disagree with them.

Also, I do not think that APCO is a per se evil entity bent on destruction and domination of all who oppose it. While I might disagree here and there with some of their decisions, I think on the whole they do a good job in a complex environment.

So APCO is requesting a winter pool of 484'? That is actually very good news as I had expected them to request 483' since that is the variance they have requested for the last few years. 484' seems to me a good outcome that will allow some of us up a slough to have year round water and still able to do maintenance of sea walls and docks. Would 486 give me even more water? Yes. Would I be happy with 484 compared to the current 480? Absolutely!

The article also says three foot variance.  I think it goes back a while when they changed from one type data to another which was one foot difference.  One of the posters explained it in detail a few years ago.

I did a quick search and got this:

It is not from the forum but one of the local lake mags.  Hope this helps.

Can we get to 480 just one more winter...... then I will be very happy with 484.

Since the re-licensing is not till next year we most likely will, however, if drought conditions continue, APCO may apply for another variance this summer/fall to hold at 484.

Thanks for the clarification. In essence, at 484' I will have 3' of water in front of my property instead of the current flowing creek. Still a big improvement.

No problem.  Glad to help.  We used to have a flowing creek too, but someone bought the property where the the creek started with the spring and dammed it up for a 10-12 acre pond.  It cut almost all of our downstream flow except during rains.  What used to flow down and thru the slough is now lost to evaporation most all year.  It changed everything about the water at my place especially the fishing.  That creek flowed good too.  It never even dried up in the drought of '07, slowed significantly, but didn't stop.

"dammed it up for a 10-12 acre pond." Man, you need to get your self a pet beaver. If it were me, I would apply for one of those Beaver Grants.

I wanted to get a pet beaver but my wife said it would be just all the other pets...She'd end up having to feed it and walk it and bath it and clean up after it, you know...blah blah blah.

What would be the downside to that - you would have people coming over to your house to watch - and they would BRING food and beer...
