Does it bother anyone else that those of us on Mr Henly's private water system pay the minimum charge in addition to our inflated usage charge?  While it seems fair to pay a minimum especially in off season to maintain the system, I would assume that my usage charge would only start after the minimum is exceeded.

Have you sent an email or called them to ask the question? Their web site provides cell number for the owner. Could the minimum charge be the money required to pay the debt and keep the staff paid and the usage charge covers the water which they buy? Usually, the minimum covers maybe a minimum amount of water. Call and post their response.

Dig into the charges and how those charges come about.  I've wondered about the "water authorities" all around the lake, who runs them, how much nepotism goes on, who audits them, etc.  If it's a for profit outfit, you're at their mercy to some extent.  I remember some years ago in another state, the owner/operator and some employees were convicted on charges initiated by customers.

The "Mr Henly" is Terry Henley, owner of Parker Creek Water Company. Some dozen years ago the Parker Creek area had no access to "city" water. Terry took the initiative to propose a solution to residents of the area. He negotiated the water source (Rockford, I believe) and contracts to have a "city" water system built to serve the beneral Parker Creek area. Prospective users (us included) showed intent to support the endeavor through a $3,000 deposit. If he didn't get enough interest the money would be refunded. Well, he reached critical mass to actually proceed and layed the pipe and erected a water tank on Coosa 20. The rest of the deal was that we would pay $30 per month (in addition to the $3K deposit) plus a charge for any water used. I don't think we have ever had a $40 or higher water bill in the 10 years or so we have subscribed. In my opinion the per gallon water rates beat the stuffing out of those we pay in Montgomery. If you think about the fact that so many properties are not occupied full time, the $30/month minimum makes sense. If he had to rely on usage alone, the full timers would have to pay exorbitantly large fees to support us part timers who might use at most several hundred gallons a month. In any case, I don't mind paying it one bit because all we have to do is turn on the faucet and get clean safe water. No dragging cans of drinking water, no doing without water during power outages because the well pump isn't working. Now as an Auburn fan I enjoy the paint scheme on the water tower. Alabama fans probably arent so crazy about it. You have to remmber though, that Terry was a running back for the Auburn Tigers many years ago. I got a laugh when he didn't take too kindly to someone's sense of justice when they painted a few of the blue and orange fire hydrants crimson...LOL

Why-oh-why don't the counties establish water systems instead of this awful conglomeration of private water systems that are undercapitalized and in some cases way too political. Water here costs more than big cities that have big city overhead and problems. Maybe the question is why do the citizens put up with this? The counties could condemn and buy out these little fiefdoms anytime the public demands it. Am I missing something?

My only regret is that enough of us did not create a watchdog group, or demand a few seats on the board.  It seems to be a private entity, and while capitalism is the American way, you never want someone to take advantage of another.

I admire TH for putting it together, gaining that much lake resident support, maintaining momentum, collecting money, and making it happen---putting down over 50 miles of pipe to form the Parker Creek Water Company.  The initial deposit was to cover paying the mortgage.  Many argued "What happens after the mortgage is paid?"  Well, there is maintenance, and TH's retirement.  He put it together, I am happy to have good clean water, and fire hydrants near by.

Now the negatives:
1.  Wish there was a public board of consumers as a watchdog, monitoring the money
2.  There is water running alongside the 1600 acres to the East of my lot.  Hope that does not lead to development
3.  I still curse TH every time I hit the bumps in the roads where the pipe crews crossed the road, and did a terrible job at repair.
4.  Wish I knew that TH was charging the $5000 per hook up that he threatened on us if we did not sign up on time with the $3000.  Shouldn't the new hook ups cut my minimum a bit?
