The Savannah (suh-VAN-uh) River is formed by the confluence of the Tugaloo and Seneca rivers and flows southeast to the Atlantic Ocean. With the Tugaloo it forms the entire South Carolina-Georgia state line. Savannah, Georgia, the largest port on the river, is the head of navigation for oceangoing ships. Clark Hill Dam (completed 1954) and Hartwell Dam (1961) above Augusta, Georgia, are part of the Savannah River basin development plan. The United States Atomic Energy Commission’s Savannah River plant is also on the river in South Carolina. The lower 25 miles of the river are dredged by the U.S. Corps of Engineers to maintain access by container ships to the Port of Savannah.
